Meet our Executive Board.

we were elected to office June 27, 2007. We are comprised of different slates. We are now one team and our goal is one!, the betterment of our membership and our community. 


President Rochelle Bilal

 

 

Rochelle entered the Philadelphia Police Academy on June 25, 1986.  Her first assignment was to the 18th Police District at 55th & Pine Streets. Rochelle's next assignment was to the now Special Victims Unit (it was then called the Sex Crimes Unit) She is currently assigned to H.I.T.A. (High Intensity Drug Trafficking Area) Rochelle has been a career long member of the Guardian Civic League, and an officer of the N.A.A.C.P. Rochelle was the Executive Vice President of The Guardian Civic League from 1997-1999.

I consider it an honor and a privilege to serve you as V.P. of programs. I entered the Police academy, class 274 10-19-87. I served in the 18th, 22nd, 12th, NFU, VAO, and presently assigned to Airport unit. During my 20 years of services, I have met and became acquainted with many Officers on personal and professional bases. I have a friend who put (“I Have a Desire to Inspire”) on his business cards. I feel the same way and would like you to know that I am here to serve and help you in anyway I can. While in the Police Academy with the stress of going to class every day and studying every night: I still found time to help raise three sons, and Volunteer as Scout Master for Boy Scout Troop 675. My oldest son SGT Michael Kennedy formerly of the 14th District, As well as four of my former Boy Scouts became Police Officers. I hope that we reach out, touch, share ideas and promote our concepts of civic betterment for all.

AS V.P. of Programs I see a need to unit the Police Officers and community, I hope to do this with programs such as Cop and Scouts, A Toast Masters club with both the community and Police as members, A Rite of passage program for both boys and girls, and a resource data base consisting of concerned Civic and Community organizations. Working together we will make a big change and difference within the Guardian Civic League, A better Police department and a safer Philadelphia.
